Jessica’s leadership has aided the growth of the firm from a three-person advocacy team to a full-service advocacy, communications, and digital firm of over 50 people.

Rob was chief Counsel on the U.S. Senate Commerce, Science, and Transportation Committee under Chairman John McCain (R-AZ). While there he worked closely with the Department of Transportation, the Federal Aviation Administration, the Department of Homeland Security, the Commerce Department, and the White House. He spent time on similar issues at the House Transportation and Infrastructure Committee working for then-Chairman Bud Shuster.

Jeff has spent more than 25 years driving outcomes at the federal level, working across a wide array of issues in his roles as both senior staff to members of Congress and consultant. Jeff has lead teams that secured billions of dollars in federal funding, created new federal programs and legislation, and ensured that legislation inconsistent with policy priorities are defeated. Jeff has been at the crossroads for those who engage the federal government as a regulator, funder, customer, client, and market maker.

Jeff served as Deputy Chief of Staff to Congressman Doc Hastings (R-WA), Legislative Director to former Congressman Jack Metcalf (R-WA), and worked for Senator John Seymour (R-CA) and the Bureau of Political-Military Affairs at the U.S. Department of State.

Jeff has worked with many of his clients for more than a decade, demonstrating his deep connection to them and ability to drive measurable value. Sam brings more than 16 years of Senate experience to Signal, where he addressed issues ranging from automobile and highway safety to data privacy, aviation, transportation, security, and pipeline policy. Sam served as the Deputy Staff Director and General Counsel to the full committee, and also as senior counsel, where he was the lead Democratic staff negotiating and crafting the Aviation and Transportation Security Act (ATSA), which revamped our nation’s aviation and transportation security system after 9/11.

Ted Anderson Executive Vice President

Ted Anderson is a seasoned Government Relations specialist, having worked for three leading advocacy firms in Washington, D.C. since 2003. With more than 20 years of healthcare communications and public affairs experience, Michelle advises pharmaceutical companies, health systems, nonprofits, and government agencies on communications strategies and campaigns on complex policy, brand, and social issues.

Michelle’s expertise includes many of today’s most pressing health issues, including social determinants of health, cancer, addiction, mental health, cardiovascular disease, maternal, infant and child health, telehealth and medtech.  She helps to forge alliances between nontraditional partners to help address healthcare disparities and engage at-risk patient populations in new ways.

Michelle leads major hospital and health system communications work. She has worked with Kaiser Permanente, Johns Hopkins Medicine and the Centers for Medicare & Medicaid (CMS) where she led a hospital safety communications program in more than 3,000 hospitals nationwide. She also launched national health and safety campaigns for a range of pharmaceutical and government clients.

Prior to joining Signal, Michelle led the health practice at Weber Shandwick/Powell Tate, worked at Inventiv/Chandler Chicco Agency and Ogilvy Public Relations Worldwide, and was an independent consultant. A Tulane University graduate with a Master’s degree in Journalism from The University of Texas at Austin, Michelle has provided pro bono work to promote disability-inclusive work environments, support hurricane disaster communications, and foster artistic expression in aging patients with dementia.

Austin comes to Signal with a love of international relations and foreign diplomacy. As an outsider to communications, Austin brings a unique perspective to his client work.

Prior to joining Signal, he worked with the U.S.-Russia Business Council, the Institute for the Study of War, and assisted with curriculum development at the State Department’s Foreign Service Institute. He holds an MA in International Relations from GWU and a BA in Russian Studies from Wesleyan University.

Austin comes to Signal with a love of international relations and foreign diplomacy. As an outsider to communications, Austin brings a unique perspective to his client work.

Katelyn Battaglia Senior Manager

As a Senior Manager on the communications team, Katelyn lends her smarts in strategy development, messaging, and media relations to Signal Group’s clients. She crafts the narratives and drills down to the messages that will best resonate with the right audiences, whether inside or outside the Beltway. She’s always looking to bring a fresh perspective and creative energy to her teams, working on issues including healthcare, housing, and telecom. She served as vice president at a top PR/GR firm, shaping executive communications, conducting media trainings, sharpening collateral materials, and spearheading rebrands. She built brand awareness and created social media profiles for CFEE while managing an annual entrepreneurship “elevator pitch” competition.

Prior to joining Signal, Katelyn worked at a top government and public relations firm in Washington; in the international development sector with IBI International; and in the nonprofit world with the Center for Entrepreneurial Excellence (CFEE). Katelyn earned her B.S. in business and Spanish from Wake Forest University and her M.A. in international relations from the George Washington University.

Dorothy Capasso Manager

As a Manager at Signal, Dorothy provides leadership of day-to-day program operations and strategic program development for a variety of communications campaigns, focusing on those relating to health care. Dorothy’s expertise is in implementing programs that bolster her client’s reputation, position them favorably among stakeholders, and broaden awareness of their key issues. She supported public relations and program operations activities for a national campaign to help address HIV among African Americans in the 45 cities most impacted by HIV. She also developed third-party channels to effectively inform stakeholders on emerging medicines and the benefits they provide to the overall health care system.

Her work centers around developing advocacy and education campaigns supported by communications functions, ranging from media engagement to event coordination. Prior to joining Signal, she worked for the Wildlife Conservation Society managing customer affairs for her department and earned her B.A. in Integrated Advertising and Corporate Communication from James Madison University.

Hannah owes her customer service skills to her time working for ‘The Mouse’ at The Walt Disney World Company. She then traded the castle for the Florida State House where she served as Legislative Aide Assistant to Representative Erik Fresen. A native of Florida, Hannah earned her bachelor’s degree in the state’s capital at Florida State University and then made her way to the nation’s capital to pursue a masters degree in Political Communication from Johns Hopkins University.

He has significant experience helping organizations advance policy priorities or mitigate policy risk by developing, elevating, or re-positioning a D.C. brand. He has served as Chief of Staff to the House Republican Policy Committee, Policy Director of House Republican Conference, Chief of Staff to Rep. Adam Putnam, and several other legislative positions in the House and Senate.

Charles has worked extensively within a range of policy sectors, from healthcare to technology, to ensure his clients are a resource to policymakers around key issues and remain actively engaged on developing legislative and regulatory solutions that achieve meaningful outcomes. Prior to joining Signal, Charles worked in the House and Senate for over a decade, including several senior staff roles within the House leadership.
