Signal Group Announces 10 Staff Promotions to Begin 2026, Including New Managing Directors

Scott Lusk and Jess McCarron rise to Managing Director after several years of success at the firm

Washington, D.C., January 15, 2026 – Signal Group, an integrated, independent public affairs firm in Washington, D.C., today announced the promotion of 10 staffers, a reflection of the firm's continued growth, modern service offerings, and commitment to supporting and advancing talent from within. The promotions include executives Scott Lusk and Jess McCarron as Signal’s new Managing Directors, Kathleen Van De Wille to Senior Vice President and Grace Dahl to Vice President, Analytics and Intelligence, as well as six additional team members:

  • Scott Lusk, Managing Director, specializes in communications strategies to build brands and influence policy in highly regulated industries, including the pharmaceutical, healthcare, energy, private equity, and defense industries, among others. At Signal, Scott has achieved years of client success, mitigated and responded to national-level crises, and supported innumerable junior staff with mentorship and guidance. Prior to joining Signal, Scott earned diverse career experiences in agency and in-house environments, supporting dozens of organizations.
  • Jess McCarron, Managing Director, oversees an ever-expanding client portfolio in energy, climate, land and water conservation, and agriculture, serving as chair of Signal Outdoors, the first and only dedicated practice area for outdoor policy communications. Leveraging her background as a senior spokesperson and communications advisor in the U.S. Senate and at the U.S. Department of Agriculture, Jess approaches each client endeavor with the standard of excellence demanded in fast-paced political environments.  
  • Kathleen Van De Wille’s promotion to Senior Vice President reflects her leadership within Signal’s Healthcare Practice Group, where she specializes in data for action and third-party advocate engagement for pharmaceutical and public health clients.  
  • Grace Dahl’s promotion to Vice President, Analytics and Intelligence reflects her initiative in developing Signal’s in-house ‘AI Frame’ technology and leadership of analytics, insights, and data to move strategy.  
  • Julian Graham’s promotion to Senior Director recognizes his thoughtful strategic acumen and modern approach to public policy in global affairs, international trade, energy, and housing policy.  
  • Vincent Sheu’s promotion to Senior Director, Creative Impact recognizes his leadership in creative strategy and content creation, elevating Signal’s expertise in video, photo, social media storytelling, and new digital initiatives.
