Signal’s new hires include Allison Kimble as Senior Vice President of Digital and staffers to support the firm’s growing practice groups

Washington, D.C., July 22, 2025 – Signal Group, a bipartisan, modern, independent public affairs firm in Washington, D.C., today announced the hiring of several new staffers, including Allison Kimble as Senior Vice President of Digital. The hires reflect Signal’s growing portfolio of healthcare, outdoors, and international trade policy clients, along with the firm’s evolving integrated capabilities across public affairs, strategic communications, digital, and analytics. Hires include Emmy Keene, Creative Content Manager; Preethi Murthy, Healthcare Manager; Rachel Martin; Healthcare Senior Associate; Ginger Felberg, Public Affairs Senior Associate; Emily Fisher, Outdoors Associate; and Layna Teitelbaum, Analytics Associate.

Signal also announced the promotion of Mary Lieb to Director. Formerly Press Secretary for the House Rules Committee and political appointee at the National Endowment for the Arts, Mary’s leadership at the firm spans several clients across renewable energy, agriculture, and veterans’ affairs policy areas.

“We are so excited to welcome this fantastic group of individuals to Signal, who support us in delivering meaningful outcomes and strategies for our clients. Allison’s addition will help Signal continue to lead on generating modern, bold digital offerings—from content development to influencer relations and much more,” said Chelsea Koski, President of Signal Group. “We are also thrilled to see Mary promoted to Director. Her contribution to Signal—from expanding our client base to driving strategy with needle-moving solutions—has been key for our firm’s ongoing success.”

Allison Kimble joins Signal after stints at Weber Shandwick and Rational 360, where she led digital strategy and content creation for top-tier brands and executives. This included numerous integrated campaigns, for which Allison’s digital strategy across advertising, social media, website development, and influencer engagement informed lobbying efforts to augment campaign outcomes and results.

Signal also debuted a new deliverable as it assists clients with navigating the Trump Administration in Washington: Executing Paid Media Campaigns in Conservative Media. Led by Signal’s Head of Innovation and Strategy, Robert Bole, this guide walks through the most influential paid media opportunities and players in conservative circles to effectively move policy. The guide comes on the heels of Signal’s master conservative media map and master conservative message guide, both released earlier this year.

“We are living through a moment in time where effective paid media and messaging tactics are integral to break through the noise, reach new audiences, communicate concisely with clarity, and drive real change in Washington,” said Robert Bole. “Signal continues to be proactive in steering our clients toward the best mediums to make maximum impact with the Administration, Congress, issue stakeholders, and more.”

Signal recently celebrated its its one year anniversary of full independence with a rooftop party alongside friends, clients, and staff networks. For more information on Signal Group’s modern public affairs offerings, visit Signal’s newly-designed website at https://signaldc.com/.
