Signal Group is proud to announce that Charles Cooper and Noe Garcia have been named to The Hill’s 2020 Top Lobbyists: Hired Guns list. Charles Cooper and Noe Garcia are both Managing Directors at Signal, with Charles leading the firm’s Advocacy practice, and Noe serving in a hybrid-role on both the Advocacy and Communications teams. Charles and Noe service a wide range of clients including large grocery store chains, nonprofits, trade associations, coalitions, financial institutions, technology companies, and outdoor recreation brands.
Prior to joining Signal, Charles held a variety of roles on Capitol Hill for eleven years. These included serving as the Chief of Staff to the House Republican Policy Committee, Policy Director of House Republican Conference, Chief of Staff to Rep. Adam Putnam, and several other legislative positions in the House and Senate. Charles has been with Signal Group for ten years, developing strategies in a variety of services for a diverse client portfolio.
Before Signal Group, Noe served as a Senior Policy Advisor to Majority Leader Bill Frist (R-TN) and as a political advisor to President George W. Bush, as well as a senior-level staff member to two Secretaries of Treasury working closely with top officials to implement big policy initiatives on both domestic and international policy. Noe has been recognized as one of the “100 Most Influential Hispanics” by Hispanic Business Magazine and profiled by NBC’s “Hispanics Today.”
