He taps into more than 22 years of policy, communications, and political expertise to devise innovative solutions and drive home results. He has direct insight into the internal workings of the U.S. Senate, the White House, and multiple U.S. government agencies. Garcia served as a Senior Policy Advisor to Majority Leader Bill Frist (R-TN) and as a political advisor to President George W. Bush, as well as a key advisor to two Secretaries of Treasury working closely with Senior-level White House officials to implement big policy initiatives on both domestic and international policy.

At Signal, Noe has led issue advocacy campaigns for trade associations and corporate clients. Noe is an experienced advocacy and communications strategist with extensive networks both inside and outside the Beltway who has counseled clients on how to navigate and communicate on a wide array of issues; he has particular experience in financial services, technology, international affairs, international trade, crisis communications, reputation management, energy, transportation, immigration, healthcare, and workforce development issues.
