Signal Group is proud to announce that Charles Cooper and Mae Stevens have been named to The Hill’s 2021 Top Lobbyists: Hired Guns list. Charles is the Managing Director of Signal’s Advocacy team, and Mae serves as an Executive Vice President on the Advocacy team, and is the Chair of Signal’s Water practice, the only public affairs practice in DC dedicated to the water sector.
As head of Signal’s Advocacy team, Charles has led unprecedented growth within the advocacy practice – over 20% this year, the creation of two new practice groups, and the diversification of Signal’s client portfolio that touches virtually every sector. Charles services a diverse range of clients including nonprofits, trade associations, coalitions, technology companies, outdoor recreation brands and more. Prior to joining Signal, Charles held a variety of roles on Capitol Hill for eleven years. These included serving as the Chief of Staff to the House Republican Policy Committee, Policy Director of House Republican Conference, Chief of Staff to Rep. Adam Putnam, and several other legislative positions in the House and Senate. Charles has been with Signal Group for over ten years, developing strategies in a variety of services for a diverse client portfolio.
Mae is the go-to lobbyist for water executives. As Chair of Signal Water, she leads DC’s only fully integrated public affairs practice dedicated to the water sector. She provides strategic and policy expertise to a wide range of municipal, trade association and nonprofit clients—for America’s largest cities to smallest towns, and the most prominent nonprofits in the water sector. Being named to The Hill’s 2021 Top Lobbyist List is a recognition that Mae has helped her clients achieve historic increases in federal funding and significant policy changes in an extremely tumultuous year.
